美国小型和微型反应堆技术发展情况综述

Overview of the Development of Small and Micro Reactor Technology in the United States

    目的 小堆、微堆(简称“小微堆”)具有固有安全性强、体积小、重量轻、运行数年不换料等特点,在民用和国防领域具有不可替代的作用,成为国际核能行业近20年的研究热点。美国持续推进小微堆研发部署,技术先进性和研发进展都走在国际前列,分析美国促进小微堆发展的主要做法,梳理最新技术进展,将对我国小微堆发展带来启发作用。
    方法 通过文献调研、专家咨询等方法梳理了小微堆的应用场景,分析了美国支持小微堆发展的主要做法,归纳了美国多种小微堆技术研发的最新进展。
    结果 小微堆的应用场景主要包括为偏远地区供电、海水淡化、供热供汽、海洋动力、空间探索等。美国通过立法为小微堆发展提供坚实法律保障,美能源部通过GAIN计划等一系列措施为民用小微堆商业化提供全方位支持,美国防部通过“贝利”计划支持微堆研发和建设。美国研发进展较快的小微堆主要包括NuScale小堆、eVinci微堆、Aurora微堆、Pele微堆和BANR小堆、Xe-100小堆等。其中,Pele微堆的原型堆已经在2024年9月开建,有望成为美国首座投运的四代堆。
    结论 美国小微堆的发展对我国有以下启示:一是坚持国家主导,通过顶层设计加速小微堆技术发展;二是实现企业与高水平科研机构的合作,建立先进的产学研科技创新体系;三是积极落实用户需求,加强国际合作。

     

    Abstract:
    Objective Small and micro reactors (hereinafter referred to as "SMRs") are characterized by their inherent strong safety, compact size, lightweight, and the capability to operate without refueling for several years. They play an irreplaceable role in both civil and defense sectors and have become a research hotspot in the international nuclear energy industry for nearly two decades. The United States has continuously advanced the research and deployment of SMRs, with its technological sophistication and research progress leading the international pack. The paper aims to analyze the promoting practices and development of the United States SMRs, providing the inspiration for the development of SMRs in China.
    Method Through literature research and expert consultation methods, the application scenarios of SMRs were outlined, the primary approaches adopted by the United States to support the development of SMRs were analyzed, and the the latest progress of SMR technologies in the United States were summarized.
    Result The application scenarios of SMRs mainly include power supply for remote areas, seawater desalination, heat and steam supply, marine propulsion, and space exploration. The United States mainly provides solid legal protection for the development of SMRs through legislation. The Department of Energy (DoE) provides comprehensive support for the commercialization of civil SMRs through a series of measures such as the GAIN program. The Department of Defense (DoD) supports the research and development of micro-reactors through the "Project Pele". The latest progress of various SMR technologies in the United States mainly includes NuScale, eVinci, Aurora, Pele, BANR, and Xe-100. Moreover, the prototype of the Pele reactor has commenced construction in September 2024 and is poised to become the first fourth-generation reactor to be commissioned in the United States.
    Conclusion The development of SMRs in the United States has the following implications for China: firstly, adhere to state leadership and accelerate the development of SMR technologies through top-level design; secondly, achieve cooperation between enterprises and high-level research institutions to establish an advanced industry-academia-research scientific and technological innovation system; and thirdly, actively address user needs and strengthen international cooperation.
