碳排放双控背景下省级动态电力碳排放因子机制设计

Design of Real-time Carbon Emission Factor Mechanism for Provincial Power Grid Under the Backgroud of Dual Control of Carbon Emissions

    目的 碳排放因子是电力系统碳排放量核算的关键参数,在核算过程中多采用省级区域和年作为时间单位尺度的计量方式。
    方法 针对核算过程中使用传统静态碳排放因子无法反映时空差异和用电特征的情况,文章以A省电网和电源结构为目标,建立了包括新能源发电因素在内的省级动态电力碳排放因子核算方式。
    结果 根据不同时期的日负荷曲线,基于火电厂机组负荷模型和典型的新能源发电站工作情况,对省级电网区域的碳排放因子进行动态测算。计算结果具有良好的动态性。通过实际算例分析,对典型日的电力碳排放因子变化进行研究,验证其核算方式的合理性。
    结论 研究结果表明该动态电力碳排放因子核算方案结果更加准确,电力因子的动态变化能直观地反映碳排放高峰期,有利于推动用户合理规划用电行为,主动遵循碳减排方针。

     

    Abstract:
    Objective Carbon emission factor is the key parameter of carbon emission accounting in power system. In the process of accounting, measurement methods are mostly adopted at the provincial level and above, with the year as the time unit scale. In view of the situation that the traditional carbon emission factor used in the accounting process cannot reflect the temporal and spatial differences and the characteristics of electricity consumption.
    Method The study focused on the real-time carbon emission factor accounting method of provincial scale, with smaller time scale.
    Result According to the daily load curves of different periods, based on the load model of thermal power plant units and the typical working conditions of new energy power stations, the regional carbon emission factors were calculated. The rationality of the calculation method was verified by analyzing the changes of carbon emission factors in typical days through practical examples.
    Conclusion The research result suggests that more accurate, and the dynamic change of the factor can directly reflect the peak of carbon emission, encourage users to rationally plan their electricity consumption behavior and actively follow the carbon emission reduction policy.
