  • 能源气象学,是近年来迅速崛起的一门交叉学科,主要研究能源生产、供给消费到安全保障全过程与气象条件关系及其规律,旨在充分利用气候资源,规避或减轻气象灾害,提高能源综合利用效率。发展风能、太阳能发电,是保障能源供应、实现双碳目标的关键,是加快建成新型能源体系的根本举措。近年来,我国风光发电装机容量、发电量、渗透率等关键指标迅速提高,截止2023年12月,风电、太阳能发电装机容量分别超4.0亿千瓦、5.4亿千瓦,在世界上遥遥领先;同时由于风光资源的波动性和随机性特征,其他气象条件的变化、灾害性天气的发生等对电力生产、储存、调度、输送、供应、交易等诸多环节都会造成较大的影响,对其进行监测预报预警的研究服务需求十分迫切。国务院《气象高质量发展纲要(2022—2035年)》指出,实施“气象+”赋能行动,提升能源开发利用、规划布局、建设运行和调配储运气象服务水平,强化电力气象灾害预报预警,做好电网安全运行和电力调度精细化气象服务。

    Energy meteorology is an interdisciplinary subject that has been rising quickly in recent years. In this subject, the main study involves the relationship between the whole process, i.e. energy production, supply, consumption and safety assurance, and meteorological conditions as well as the relevant laws. The subject purpose is to make the best of climatic resources, avoid or mitigate meteorological disaster, and improve the comprehensive utilization efficiency of energy sources. Developing power generation based on wind energy and solar energy, as the key to assuring energy supply and achieving "dual carbon" goals, is the fundamental measure to accelerate the establishment of a new energy system. For the past few years, the key indicators in wind and solar power generation, such as the installed capacity, power generation capacity and permeability, have been enhanced rapidly in China. By December 2023, the installed capacity in wind power generation had exceeded 400 GW, and that in solar power generation had exceeded 540 GW, far ahead in the world. Moreover, in light of the characteristics of wind and solar energy, i.e. fluctuation and randomness, multiple links, including power production, storage, dispatching, transmission, supply and transaction, are significantly affected by changes in meteorological conditions, the disastrous weather, etc. The study and services for monitoring, precast and early-warning are needed urgently. The Outline for High-quality Development of Meteorology (2022-2035) issued by the State Council specifies the future development direction of services in energy source meteorology, i.e. to implement "meteorology +" empowerment action; improve meteorological services in energy development and utilization, planning and layout, construction and operation, allocation, storage and transportation; enhance forecasting and early warning of meteorological disaster to electric power; fulfill refined meteorological services for safe operation of power grids and power dispatching.

    近年来,我国能源、气象科技工作者和一线业务人员开展了大量交叉学科研究,特推出《能源气象技术》专刊,以集中反映最新研究进展,助力能源气象学的发展,提升能源气象服务能力。根据征稿情况,本专刊发表的20篇论文主要集中于风光资源监测评估、风光发电功率预测、电网负荷气象预测、电力气象灾害应对四个方面。

    In recent years, scientific and technical workers and front-line business personnel in the energy and meteorological sectors in China have published this Special Issue of Energy and Meteorological Technology through an abundance of interdisciplinary research, reflecting the latest research progress in a concentrated manner and aiming to advance the development of energy meteorology and enhance the capabilities in energy and meteorological services. According to the solicit contributions, there are four aspects focused on by the 20 papers in this special issue, i.e. monitoring and assessment of wind and solar resources, generated power prediction of wind and solar power generation, meteorological prediction for grid loads, and response to meteorological disasters to electric power.

    Contributing Editor-in-Chief Chen Zhenghong (Hubei Provincial Meteorological Service)

    湖北省气象服务中心总工程师、二级研究员,中国地质大学(武汉)教授,享受国务院政府特殊津贴专家,中国气象局气象领军人才、湖北省有突出贡献中青年专家,能源行业风电标委会风能资源监测评价和预报分委会、全国风能太阳能气候资源标委会委员。主要从事应用气象、气候变化及防灾减灾研究和专业气象服务。近年来积极投身风能太阳能资源利用与保护、区域和重大工程气候可行性论证工作,较早出版了《太阳能光伏发电预报技术原理及其业务系统》、《风电功率预测技术原理及其业务系统》姊妹篇,主持制订了《光伏发电功率短期预报方法》等标准指南,对我国风光发电功率预测起到引领作用。

    Mr. Chen Zhenghong is a Chief Engineer and Level II Research Fellow of the Hubei Meteorological Service Center, a Professor at the China University of Geosciences (Wuhan), an Expert granted with the special government allowance of the State Council, a Leading Talent in Meteorology in the China Meteorological Administration, a Young and Middle-aged Expert with Outstanding Contributions to Hubei Province, a member of Wind Energy Resource Monitoring, Assessment and Forecast Sub-committee of National Technical Committee 50 on Wind Energy Generation Systems of Standardization Administration of China in Energy Industry, and a member of National Technical Committee for Standardization of Wind and Solar Energy and Climate Resources (TC540/SC2) of Standardization Administration of China. He is mainly engaged in studies of applied meteorology, climate change, disaster prevention and mitigation as well as professional meteorological services. For these years, he has committed himself to the utilization and protection of wind energy and solar energy resources as well as the climate feasibility demonstration of regional and major engineering projects. He, playing a leading role in China's wind and photovoltaic power generation forecast, has published companion books named Technical Principle and Business System of Solar Photovoltaic Power Generation Forecasting and Technical Principle and Business System of Wind Power Forecasting earlier, and presided over the formulation of Short-term Forecast Method of PV Power Generation and other standard guidelines.

    中国气象局风能太阳能中心科学主任、二级研究员,中国气象局公共气象服务中心首席专家,中国气象局气象领军人才,国际能源署光伏能源系统计划太阳能资源高比例与大规模应用工作组(IEA PVPS Task16)中方代表,全国风能太阳能气候资源标委会秘书长,长期从事风能太阳能资源基础研究和应用技术研发。近年来先后主持国家自然基金项目、科技部国家重点研发计划课题等10余项省部级以上科研项目,编制发布10余项风能太阳能资源相关国家标准和行业标准,在核心以上期刊发表相关学术论文50余篇,出版专著4部,研究成果获得省部级奖9项、发明专利4项。

    Mr. Shen Yanbo is a Director and Level II Research Fellow of Wind Energy and Solar Energy Center of China Meteorological Administration, a Chief Expert of the Public Meteorological Service Center of China Meteorological Administration, a Leading Talent in Meteorology in the China Meteorological Administration, and a Chinese Representative of Task 16 (solar resource for high penetration and large-scale applications) of IEA Photovoltaic Power Systems Programme (IEA PVPS Task16), Secretary-General of the National Technical Committee for Standardization of Wind and Solar Energy and Climate Resources (TC540/SC2) of Standardization Administration of China. He has been engaged in basic research and applied technology research and development of wind and solar energy resources for years. For these years, he has successively presided over more than 10 scientific research projects at or above the provincial and ministerial levels, such as the projects of the National Natural Science Foundation of China and the National Key Research and Development Programs of the Ministry of Science and Technology; he has prepared and released more than 10 national standards and industry standards related to wind and solar energy resources, published more than 50 academic papers in core journals and above, and published 4 monographs; he has been granted with 9 provincial and ministerial awards and 4 invention patents for his research achievements.
