Open Access statements

In order to comply with the trend of international Open Access movement, facilitate the application and dissemination of scientific and technical papers, and promote the integration of scientific journals with international standards, S. Energy Constr. dedicated to the sharing and dissemination of knowledge in energy construction and declared an open access journal from the first issue in 2014. The journal follows CC BY-NC protocol (https://creativecommons.org/licenses/by-nc/4.0/), which allows any non-commercial users to freely read, download, copy, distribute, print, search, or link to the full texts of the articles, crawl them for indexing, pass them as data to software, or use them for any other lawful purpose, without financial, legal or technical barriers other than those inseparable from gaining access to the internet itself. Any citation should be referenced to give respect to the original author and the publication date of our journal and the source website should be indicated. Without the consent of the original author and our journal, it is not allowed to use our published papers(works) or their derivative works for commercial purposes. Besides, it also includes any changes made to the original work. The OA policy of the journal conforms to the definition given by DOAJ (Directory of Open Access Journal).

In 2019, S. Energy Constr. joined the National Science and Technical Journal Open Platform constructed by the Ministry of Science and Technology and implemented by Institute of Science and Technical Information of China (https://netl.istic.ac.cn/) , to open the non-commercial use of all scientific papers in the journal to the public. At the same time, the journal is open to the public for non-commercial use of all its scientific papers in CNKI, cqvip.com and other databases.

Article-processing Charges

S. Energy Constr. publishes the articles for free, without any charge for the author, and pays for the contribution to the regular publication. According to the Individual Income Tax Law of the People's Republic of China and Law on Administration of Taxation of the People's Republic of China and other relevant laws and regulations, when the editorial department of S. Energy Constr. pays the author's remuneration or the reviewer's fee, it needs to deduct and pay the individual income tax on behalf of the trustee, issue the VAT invoice to the competent tax authority on behalf of the trustee, and pay the tax according to laws. The trustee shall provide the S. Energy Constr. with the personal identity certificate of the expert (electronic copy) and the information of entrusted withholding and payment (refer to the download center of journal website).

Peer Review Process

The editorial department of S. Energy Constr. practices strict controls over academic problems, with no emotional factors involved, to ensure the quality of published papers. To ensure the quality of the published articles, we exercise multiple reviews including review by in-house editors, preliminary review by editor in charge, antonymous review by experts and final review by editor in chief. We adopt the Renhe Huizhi collaborative collection and editing system (https://www.manuscripts.com.cn/nfnyjs) as the system for our collection and editing, meeting the needs of reviewers and editors for mobile office.

Review by in-house editors: This is to see whether the submission is in line with the scope of our journal, to check the integrity of the article with reference to the paper template, and finally conduct misconduct detection. The manuscript with the repetition rate of less than 10% in the preliminary review is regarded as qualified, and enters the preliminary review by the editor in charge. The manuscript with the repetition rate of more than 10% will not be accepted. Our journal uses the “Academic Misconduct Literature Checking system (AMLC)” by China National Knowledge Infrastructure (CNKI) and WANGFANG Data Paper Similarity Detection Service for misconduct detection (https://check.cnki.net) . The cycle for review by in-house editors is 1 to 2 days.

Preliminary review by editor in charge: On consideration of the content of the article, the articles will then be assigned to appropriate experts for further review, after those less qualitied or insufficient in innovation eliminated. The cycle for the preliminary review by editor in charge is 1 to 3 days.

Anonymous review by external experts: The double-blind peer review is strictly implemented, with the submissions reviewed anonymously by two external reviewers from the same field of expertise. If the two external reviewers think that the paper is less qualified, it will not be recommended to be published, and the article will be rejected. If both external reviewers agree that the paper is of high quality, it will be included in the final review. If one external reviewer thinks that the quality of the article is good and recommends publication, while another reviewer thinks that the quality of the paper is less qualified and does not recommend publication, a third reviewer will be introduced to review the article and decide whether to accept, reject or modify the expert's opinions according to the opinions of the third reviewer. The cycle of anonymous review by external experts is 1 to 2 months.

Second review of the submission: Some submissions need to be revised by the author upon the opinions of the experts and the editorial department, with feedback form on the revision of the submission (refer to the download center of the journal website for details) with correspondences to the experts’ opinions in details one by one. After the second review, the in-house editor will submit the manuscripts to the experts for reexamination, and the experts will finally decide whether to accept them.

Final review by Editor in Chief: the chief editor shall give specific opinions on final review based on the contents of the manuscript and the comments from the in-house editors, editors in charge and external experts, as well as that from the second, and give the final opinions on the revision or acceptance of the submission. The cycle for the final review by editor in chief is 1 to 2 weeks.

The copyright of the article is exclusive to the authors, and the author have rights under the “Creative Commons Attribution-NonCommercial 4.0 International Public License”. S. Energy Constr. has paid for the published articles, including prepaid usage fees. This journal has agreed with the authors that the authors have to transfer their commercial rights to the journal, which means the authors are not allowed to use their articles for commercial purposes and this journal has the right to use the part or the whole electronic version of the articles through the cooperation with the publishers of relevant databases and electronic publications or the WeChat official account and website without paying the royalties to the authors. The authors are deemed to have understood and agreed to the above statement and agreement when they contribute to this journal.
