Outlook of Chinese Companies Exploiting Power Industry of the Countries Along the Belt and Road

Abstract:
China's power industry is of great competitive advantage, it is also the key industry for Chinese companies implementing overseas strategy of "Go Global" . In 2013, Chinese President Xi Jinping proposed "the Belt and Road Initiative" , which brings about great opportunity for Chinese power industry and challenges as well. Through summing up the achievements and features of Chinese companies' overseas business, analyzing the status quo of power industry in nations along the Belt and Road, this paper provides direct statement of the concrete opportunities and challenges for Chinese companies while developing markets along the Belt and Road. There are also interpretations on how could chamber assist companies tackling with challenges as well as useful suggestions for companies to seize opportunities and face challenges.
Tax Risk and Management of Chinese Enterprises′ Overseas Contracting Projects

Abstract:
The implementation of state strategy "the Belt and Road Initiative" provides new opportunities for chinese enterprises "going out" . However, there are both opportunities and risks involved in overseas contracting projects. During the whole process of project contracting, the consciousness of tax risk should be continuously enhanced. Also, the control of tax risks should be effectively integrated into the daily work of the management and financial team, so that both domestic and foreign tax risk management and control systems will be established and improved at a later stage.

Abstract:
This presentation will show the state of the art of firing and boiler design for modern, clean and efficient fossil fired power stations as well as the requirements for future applications in a power production environment of renewable installations as committed by the European community for a proper CO2 reduction. This presentation addresses the main topics of fossil fired power plants, like applicable steam parameters and associated efficiency gain and the modifications on the firing technology in order to follow the environmental as well as the market requirements.

Analysis on Successful Strategy of SGCC in International M&A

Abstract:
Chinese electric power, representative of international cooperation in high-end equipment and manufacture industry, is going to the world, acting as the pioneer of "the Belt and Road Initiative (B&R)" , the new national strategy of China. State Grid Corporation of China (SGCC), the leading electric enterprise in China, has scrambled nine important projects in the international competition so far. This represents its international strategy. These international projects bring huge returns to SGCC. SGCC's Return on Equity (ROE) of oversea projects surpasses double-digit, being several times higher than the ROE of SGCC as the whole entity. This paper focuses on analysis on key question on what strategies SGCC crafted resulting in its success of international competition.Specifically, there are three aspects involved in this paper. Firstly, SGCC selects projects by three main dimensions, asset type, asset quality, and strategic synergy. Second, SGCC employ different approaches to bid and complete project, such as direct investment in developed markets and obtaining franchise rights in new markets. Finally, SGCC emphasizes on market mature, and transparent policies of target markets, which is counted as the most important consideration of its investment decision. Additionally, SGCC is good at leveraging capital in investing by the low WACC.

Abstract:
As the Belt and Road Initiative has been promoted, domestic energy enterprises actively implement the "go global" strategy. In this paper, we firstly collecte large amounts of information about ASEAN(Association of Southeast Asian Nations) political and economic environment, energy development and utilization status, electric power supply-demand situation.Secondly on the basis of those imformation, this paper summarizes the current restricting factors on power investment in ASEAN countries, combining with the present situation of Chinses power investors in ASEAN.Finally, this paper also gives the power investment strategy of ASEAN countries, and recommends highly valuable power projects. It provides the Chinese energy companies rational measures and suggestions to expand the power investment market in ASEAN countries.
Assessment of Investment Environment of Power Market in Indonesia

Abstract:
Indonesia is largest economy unity in ASEAN, of which foreign trade is an important part. Indonesia is also one of the key investment countries for Chinese electric power enterprises' overseas investments as well. In this paper, we make comprehensive analysis of the investment environment of the power market. Firstly, we introduce the national macro investment environment; secondly, electric power industry environment is analysed from the status quo, environment and demand three aspects. At last we make the assessment using quantitative method. The result will provide a good reference to Chinese electric power enterprises.

Abstract:
Under the background of China's electric power system reform, the key problems which restrict the development of power industry must be solved to accelerate its development speed. According to this paper, the reform experience of electric power system in Singapore is briefly summarized and introduced, the structure and function of the electric power market after the electric power system reform is studied, the ideas and advantages or disadvantages of the electric power system reform in Singapore are discussed, which not only provide reference to China's electric power system development, but also provide reference for electric power enterprises to response to the electric power system reform.

Abstract:
The project management and the resource integration capability are the core competitiveness of international engineering company. Traditional design institute has abundant reserve of professional talents and technical personnels, we need to pay attention to project management capabilities, business planning capabilities while grasping the technology. The corporate company structure, management system and incentive system and so on should be set up in order to meet the demand of the overseas construction market. Only to dovetail with the international practice can the design institute successfully transit to international engineering company.
Optimization of Engineering Management in the Oversea EPC Power Plant Project of Design Institute

Abstract:
In the oversea EPC power plant project of Design Institute, comparing with the other types of EPC contractor, the optimizations of technical proposal and leading function of engineering management in the whole EPC duration are the main advantages of the design institute as EPC contractor. In order to overcome the obstacle to realize the Engineering value of the design institute due to the reason of separation of core design team from project management team, four optimization measures of engineering management are drawn out, which are the promotion of the Engineering function, the position increasing of Engineering in the project management, the enhancement of the Engineering/ Engineering management internationalization, and the reinforcement of the sense of belonging to the project. Based on these four optimization measures of engineering management, the relationship of EPC contractor with Owner, subcontractor of equipment and construction will be tightened, the advantage of the design institute will be enhanced, the Engineering value of the design institute as EPC contactor will be increased.

Abstract:
Along with Chinese government "the Belt and Road Initiative" going on, More and more Chinese company will enter the oversea market to obtain EPC overall contracting project through competition with other global companies, including a lot of electric power company. These Chinese companies are increasing their oversea market share through active competition. For one hundred years project, quality is the first. Quality management for oversea EPC overall contracting project is a very important work. No matter for reaching the project goal or realizing the project contract. The author has many years quality management experience for oversea EPC overall contracting project. Seven key points on quality management for oversea EPC overall contracting project have been concluded in the article. These experiences can be used as reference for quality manager for oversea EPC overall contracting project and other concerned people.

Study on Construction Management of Overseas Thermal Power EPC Project

Abstract:
As domestic demand for electricity becoming increasingly saturated and the issuing of "the Belt and the Road Initiative" by the government, a bunch of enterprises in the field of electric power strived to respond to the political policy by actively seeking opportunities of investment and construction in foreign electric power market. Even with great prosperity and strong demand, as more domestic power enterprises going outside, oversea power market is becoming more competitive. Moreover, most projects were signed in EPC Mode, which posts higher requirements for project contractual capacity and results in higher performance risk. In the project schedule of a thermal power project, construction period takes about 70% over the entire project duration, and the construction costs account for about 30%~40% of the project investment. Therefore, risk during construction is undoubtedly the greatest risk of the entire project. That's the reason why power engineering enterprises begin to pay more attention as how to improve construction management in thermal power EPC project.

Abstract:
For overseas EPC projects, there are great many risk sources that will impact the cost of the main contractor. Because the interaction between these risks is complex, and also the lack of objective assessment data, risk assessment of the overall project is a difficult problem. By building risk chain and maps of the overseas EPC electric power project, all risk assessment are unified into analysis of cost, this article uses the fuzzy influence diagram theory for risk fuzzy reasoning and comprehensive evaluation of the project. The whole process only requires evaluators to make qualitative judgments to assess the risks and their relationships. This method has advantages that only requires a small amount of data, intuitive and easy to understand, etc., applicable for quick estimates of the project risk premium in the project bidding stage.
Optimization of Scheduling in Power Generation Engineering Projects Based on Critical Chain

Abstract:
Engineering enterprises in China mainly develop project schedule based on the Critical Path Method (CPM), and control the schedule based on the Earned Value Concept (EVC). This Method is effective without resource limit, but the old project management mode cannot meet the market and the needs of the development of the enterprise any more. This paper mainly research time management of power generation engineering projects based on Critical Chain with case study. On single project management, considering the effect of human behavior, the trisection shear method is adopted to estimate the construction period and set up the buffer. The safety time of estimating with the traditional method is summed up to a buffer, which increases the probability of finish on time without reducing the total duration. On multi-project management, this paper uses the fuzzy comprehensive evaluation based on analytic hierarchy process to deal with priority levels. Then it allocates constraint resources of capacity as a whole, which optimizes all the project schedules in the same enterprise.

The adoption of design codes of different countries is quite confusing and challenging to China engineers. Comparison of Several Design Specifications for Grouted Connections in Marine Engineering

Abstract:
The grouted connection is one of the mostly commonly used joint in marine engineering. This paper compares five specifications or recommended practice used for design of grouted joint in offshore wind turbines foundation. They are Offshore Technology Report from UK Health & Safety Executive (HSE-Pile/sleeve connections-2001); Recommended Practice for Planning, Designing and Constructing Fixed Offshore Platforms—Working Stress Design from American Petroleum Institute (API RP 2A-WSD—2007); Petroleum and natural gas industries —Fixed steel offshore structures from International Standard (ISO 19902—2007); Design of steel structures from NORSOK STANDARD (NORSOK-N-004—2013) and Design of Offshore Wind Turbine Structures from Det Norske Veritas(DNV-OS-J101). The outline of the checking method and the applicable scope of the specification or recommended practice above is summarized. Furthermore, because of the increasing complexity of the loading condition for grouted connections, this paper gives a development process of DNV specifications, which could help designers to understand the evolution of this specifications in its checking method and applicable scope.
Research on Fire Resistance Rating Requirements in Chinese and American Codes While Designing Power-generation Steel Structures

Abstract:
While designing power-generation steel structures, different rules should be followed using Chinese and American design codes. Fire resistance rating requirements in Chinese and American codes are listed and compared in details. As to oversea EPC projects, this issue comes with more complicated situation. To ensure safety of steel structures, higher requirements of fire resistance rating need to be executed. However, to reduce the building cost of EPC projects, adopting lower requirements seems more beneficial. Balance should be made between safety and economization. In the end, advises are given on fire resistance design of power-generation steel structures in oversea EPC projects.
Comparative Research on Composite Slab Design Between Chinese and American Structural Design Specification

Abstract:
A comparison of composite slab design is studied between American society of civil engineers standard for the structural design of composite slabs and Chinese code for composite slabs design and constructions (CECS273∶2010) and Chinese technical specification for steel structure of tall buildings(JGJ 99—98). It is analyzed similarities and differences of composite construction stage and service stage. Loads combination, flexural strength design, shear-bond strength and deflection are compared. The conclusion could be referenced for structural design of overseas projects and structure design specification revising in the future.
Comparison of Oil Tank Layout Design in Chinese and American Codes

Abstract:
At present the overseas projects have been accounted for a large proportion of domestic electric power survey and design industry. It is an urgent work for professional designer to improve the ability to use international standards , to prepare good technical reserves, to deal with all kinds of changes .American engineering construction standards have been widely applied in Vietnam, Indonesia and other countries. In this paper, the general layout of oil tank area design compares the five aspects of the differences between Chinese and American Standard Codes for fire prevention design of oil tank area. We conclade the Chinese standards are generally stricter than the American Standards which can be used for reference for designers.

Abstract:
This article introduced and analyzed the design seismic response spectrum of present China, India, Bangladesh codes, discussed the parameters that affect design response spectrum, i. e. return period of design response spectrum, peak ground acceleration, site classification principle, structure response reduction factor, importance factor etc. It also compared these three response spectrums under certain circumstances, and analysed the factors that greatly affect comparison result.

Abstract:
Comparison and analysis are presented between Code for design protection of structures against lightning (GB 50057) and IEC 62350 on structures direct lightning flash protection. A corresponding relationship between two standards is made by analyzing lightning current parameters and protection measures. Comparison is described from structures classifications, risk assessment, lightning protection system etc. It introduces the hidden risk analysis of structures classifications in GB 50057. This paper discusses the reason why GB 50057 can be used in the international engineering project, and some proposals are submitted.

Abstract:
This paper researches on pipe diameter selection of dense phase positive pressure pneumatic fly ash handling system. The influencing factors are discussed, and an approach based on theoretical analysis and data of 60 running projects is taken to determine several key parameters. A mathematical model is built to develop an empirical formula for pipe diameter selection. The paper, which fills in a gap on this area, has an important reference significance for engineering design.

Abstract:
Taking a Bangladeshi 209E Dual Fuel gas turbine combined cycle power plant as an example, studied on the process design and control logic design of heavy oil treatment and supply system.The research shows that the entire system achieves the desired effect, and well positioned to meet the gas turbine fuel for heavy oil physical and chemical nature of the request, effectively ensure the burning effect, safe and stable operation of the power plant to provide a strong guarantee to provide some reference and guidance for the same type of gas turbine power plants overseas.
Discussion on High Efficiency of Magnesium Hydroxide Desulfurization Technology in a 60 MW Thermal Power Plant in Vietnam

Abstract:
This paper is to describe the high efficiency of magnesium hydroxide desulfurization technology in 60 MW thermal power plant in Rietnam. By spraying magnesium hydroxide Mg (OH)2 slurry, the principle of wet desulfurization (WFGD) is that the boiler flue gas will react with the slurry for the harmless MgSO4 solvent, to reduce sulfur dioxide emissions. Innovative methods applied by Formosa heavy industries (Ningbo) Limited company is to modify the WFGD process to achieve strict emissions requirements. There is a flexible elasticity for boiler load and sulfur dioxide content changes.

Abstract:
The purpose of soil and water loss prediction is to evaluate the form, strength, quantity and harm of soil and water loss using scientific methods based on the characteristics of engineering construction, to provide the basis for designing prevention measures of water loss and soil erosion . Taking a coal-fired power plant in Guangdong for example, this paper analyzes the location, quantity and time of soil and water loss during building coal-fired power plant project and gives some advices from the perspective of soil and water conservation.
An Optimized Solution for Discharging Coal Hopper Wagon in BIH

Abstract:
This paper discussed the advantages and disadvantages of several methods of coal wagon discharging, based on that a suitable solution was planned for a coal fired power plant in BIH. Several coal discharging methods were briefly described and compared including screw wagon unloader, wagon tippler, regular hoper wagon. The discharging method of a Serbia Obrenovac power plant which is discharging coal while wagon travelling was analyzed. Based on that the BIH project was planned to adopt the similar method which is suitable for the situation of the mine location, screening and crushing facilities and railway facilities.

Abstract:
This paper illustrate engineering case, according to water leakage phenomenon from the top of cast-in-situ pile, combining the pile forming technique and the pile testing result to analyze the cause of water leakage from the top of cast-in-situ pile, assessing the influence of the pile bearing capacity and durability from the water leakage, proposed some treatment measure and preventive measure, and solve the problem successfully which can be a good reference for the other similar project.
